Mozaic was launched in 2017 as a CDC funded program under Equitas Health. Our original mission was to have no new diagnoses of HIV among transgender and gender non-conforming youth and young adults of color in our community. While funded by the CDC, Mozaic offered free HIV and STI testing to the Columbus community with a focus on reaching trans and gender expansive youth, ages 13-29 years old.
Once our grant ended in 2022, Mozaic’s mission and services shifted to focus more on resource navigation and community building. Our mission for the past 3 years has been to foster the success and overall well-being of transgender, gender expansive, and non-binary communities in Ohio through community building, education, and resource navigation.
Now, in 2026, we’re making another shift that we think is crucial for these times. Our new mission and scope are centered around grassroots advocacy for the rights of the trans and gender expansive community in Central Ohio.

Mozaic Program Manager

J Harley (he/him) has been with Equitas Health for almost 7 years now. He began his career at Mozaic in 2019 as a prevention specialist, and in 2023 he took on the role of Program Manager. In 2026 Mozaic’s mission and scope is shifting from a focus on social events to a focus on advocacy around issues affecting the rights of trans and gender expansive people in Central Ohio. As the Program Manager, J is responsible for the management of the Mozaic program’s activities, such as community mobilization and grassroots advocacy efforts focused on access to care. J also assists with coordinating and executing grassroots advocacy projects, community engagement strategies, and governmental relations events related to the agency’s public policy priorities, including transgender rights, racial justice, HIV treatment/prevention efforts, and access to care more broadly.
J is an Ohio State University alum with a bachelor’s degree in both African American & African Studies and Women’s Gender & Sexuality Studies. During his time at OSU, J served as co-president of the student organization SHADES which hosted events and weekly safe space meetings for LGBTQ+ students of color on campus. Both on and off campus, J served his community as an organizer for Black, queer, and trans liberation working in coalitions with groups like the OSU Coalition for Black Liberation, People’s Justice Project, and Black Queer Intersectional Collective. In 2019, he founded a coalition previously known as the Coalition to Free Masonique, which later became the Columbus Freedom Coalition.
J now spends his free time writing poetry, trying new recipes, attending drag and burlesque shows, spending time with friends, and binging a new drama series with his partner of 2 years. And in spring of 2026, J will begin pursuing his Master’s degree in Social Work. After finishing grad school and attaining his social work license, J hopes to put his new skills to work as an even fiercer advocate for marginalized communities. His long-term goal is to eventually become a therapist with a focus on serving LGBTQ+ and BIPOC communities.
